Cuba’s national electrical system has suffered another total collapse, leaving millions of people without power and intensifying an energy emergency affecting food storage, water supplies, transportation, communications and healthcare.
The outage began at approximately 2 p.m. local time on Friday, September 18.
Cuba’s Ministry of Energy and Mines announced the islandwide failure through its official social-media account and said electricity officials had activated restoration procedures.
Authorities attributed the immediate collapse to a failure involving high-voltage transmission lines.
Accounts of the precise location differed slightly during the first hours of the emergency. Reuters, citing officials, placed the initial failure in central Cuba. The Associated Press reported that Cuban authorities described a breakdown in western transmission lines extending towards Matanzas, after which the eastern section of the island became disconnected.
The accounts agree on the essential sequence: a major transmission failure destabilised the interconnected national system and caused electricity service to collapse across Cuba.
The official newspaper Granma said unstable weather further aggravated conditions on the grid.
Officials began attempting to rebuild the system gradually rather than restoring every province simultaneously. This process involves creating small, isolated areas of generation and demand before reconnecting them without causing another failure.
By dusk, power had returned to only approximately 5% of Havana’s roughly 862,000 electricity customers, according to official data reported by the Associated Press.
Electricity was restored first around some hospitals and other essential facilities. Authorities were also creating small power-distribution “micro-islands” in Camagüey, Pinar del Río and Granma provinces.
Those developments represent limited emergency restoration, not confirmation that the national grid had returned to normal operation.
Reuters reported that only scattered Havana neighbourhoods had electricity by late Friday evening and that most of the capital remained dark.
The outage is at least the sixth major partial or total collapse of Cuba’s electrical system since January. Three grid failures occurred during July, while other nationwide disruptions were recorded in March and early August.
Even when the system is operating, many communities experience scheduled or unscheduled blackouts lasting 30 hours or longer.
Some Havana residents had already spent a full day without electricity before Friday’s national collapse. A brief return of service in affected communities was followed by the new systemwide failure.
Cuba’s electricity crisis has several interconnected causes.
Many thermoelectric plants are decades old and require extensive maintenance. Transmission and distribution infrastructure has deteriorated, while the country has struggled to obtain replacement components and financing.
The system also lacks sufficient fuel to operate available generating capacity consistently.
Those longstanding weaknesses have been intensified by United States measures restricting oil deliveries to Cuba.
The current US pressure campaign has sharply reduced the fuel reaching the island since January. The Associated Press reported that only one tanker had completed a significant fuel delivery during that period, arriving from Russia in March.
Cuban officials blame US policy for the present emergency and describe the restrictions as an energy blockade intended to force political change.
Washington maintains that economic pressure is directed at Cuba’s government and its policies. Critics argue that cutting energy supplies produces foreseeable consequences for civilians regardless of the stated political target.
United Nations human-rights experts have condemned the oil restrictions and warned that worsening electricity and fuel shortages endanger access to food, water and medical care. Their position constitutes an expert assessment; it is not a binding judgment from an international court.
US measures are not the only factor behind the collapse.
Cuba’s generating network was unreliable before the latest restrictions. Years of insufficient investment, deferred maintenance, economic mismanagement and dependence on imported fuel left the system highly vulnerable to individual plant or transmission failures.
The most accurate assessment is therefore that an immediate transmission fault occurred within a system already weakened by obsolete infrastructure, inadequate fuel and severe economic constraints.
The humanitarian consequences extend beyond the inconvenience of dark homes.
Electric pumps are necessary to distribute water in many communities. Refrigeration is essential for preserving household food, medicines and commercial supplies in Cuba’s hot climate.
Hospitals possess backup systems, but generators require fuel and cannot substitute indefinitely for a stable national grid.
Blackouts also interrupt mobile and internet service, reduce working hours, disrupt public transportation and complicate flight operations.
Residents who rely on electric cooking equipment may be unable to prepare meals. Families face the loss of food they cannot afford to replace, while businesses and public institutions struggle to operate.
No comprehensive casualty assessment connected to Friday’s collapse had been released when this report was prepared.
The restoration process remains vulnerable.
Bringing generating units and transmission lines back into operation requires engineers to balance electricity supply with demand. Reconnecting too much demand before sufficient generation is available can cause the grid to fail again.
Authorities have not provided a definitive time by which nationwide service will be restored. Limited returns of electricity should therefore be described by location and time rather than presented as evidence that the emergency has ended.
The crisis also raises longer-term questions about whether Cuba can stabilise the system without reliable fuel supplies, large-scale infrastructure investment and access to replacement equipment.
Emergency microgrids can maintain critical services temporarily. They cannot resolve the structural deterioration of the national power network.
Friday’s collapse is consequently more than an isolated technical malfunction.
It demonstrates how infrastructure failure, international economic pressure and domestic institutional weakness are combining to place ordinary Cubans in an increasingly precarious position.
The immediate priority is restoring electricity safely to hospitals, water systems, communications infrastructure and homes.
The larger challenge is preventing the next collapse in a system that has already failed at least six times this year.
